Miliband's regional powerhouse plea



Labour is calling on local councils in England to come together to form a series of “regional economic powerhouses” in an effort to boost growth and close the “vast ” inequalities in wealth between the different parts of the country.


Ed Miliband will use a speech in Leeds today to call for the creation of more “combined authorities” – like that which already exists in Greater Manchester – to tackle entrenched problems of poor skills, infrastructure and economic development.


He will say that under a Labour government, the combined authorities would receive any additional business rate revenue generated by growth to reinvest locally.


While party officials said the measure would be “revenue neutral” – being offset by reductions in other grants – it would ensure that any additional revenue created would stay in the region.


The plan is one of a series of recommendations in a review into ways generating growth carried out for Mr Miliband by the former transport secretary, Lord Adonis.


In all, Labour said that under Lord Adonis’s proposals, more than £30 billion could be devolved to local authorities – including combined authorities – and local enterprise partnerships over the course of a parliament.


This would include funding for housing, transport, business support, employment and adult skills.


In his speech, Mr Miliband will say: “The next Labour government will ensure city and county regions, like this powerhouse economy in Leeds, get control of business rates revenue so that any extra money raised here … can be invested here.


“I know the next Labour government cannot solve every problem by pulling levers in Whitehall. We can only do it by working with, harnessing the energy, the ideas and the dynamism of great businesses, cities, county regions.”


Other proposals in the Adonis report being considered by Labour include the creation of at least 100 new university technical colleges, expanding apprenticeships and establishing a long-term innovation strategy in science and research.


Lord Adonis said his aim was to promote “a smarter, not a more expensive, state”.


“Growth is unbalanced. The link between growth and living standards has been broken, exports are weak, young people widely lack the opportunities they deserve and inequality is vast, both between people and between regions,” he said.


“England’s business leaders and local governments need empowering to invest in infrastructure, skills and economic development.”


Lord Adonis’s proposals received a cautious welcome from business leaders.


Adam Marshall, policy director at the British Chambers of Commerce, welcomed the call for more power and funding to be devolved from Whitehall but said that accountability to local business needed to be strengthened.


“Decisions on local growth are best taken when businesses and councils decide what arrangements work best for their areas, and deliver these accordingly,” he said.


“In a world where more funding and tax revenues are devolved, however, businesses need the strongest possible say over both local economic plans and how money is spent.”


Terry Scuoler, chief executive of the EEF manufacturers’ organisation, said the review represented a step in the right direction, but there were questions as to how it would be implemented in practice.


“Devolving an additional level of funding before local structures for growth have been properly tested runs the risk of greater strain being placed on local enterprise partnerships and other local bodies,” he said.


“This pressure could inevitably see local plans being driven by central government targets.”


For the Conservatives, Business Minister Matthew Hancock said: “Labour are planning tax rises on businesses, tax rises on jobs, and yet more government borrowing – risking wrecking our economy all over again.


“It’s just the same old Labour: Ed Miliband has no plan for our country’s future, can’t stand up to his union bosses, and is simply not up to the job.”

British police have returned to Portugal to help interview suspects in the disappearance of Madeleine McCann , according to reports.


Detectives in the Algarve are today expected to begin interviewing a number of key suspects in relation to the three-year-old, who vanished in Praia da Luz in 2007.


It has been suggested that UK officers could sit in on interviews carried out by Portuguese police with up to eight people who will become “arguidos”, or people of interest, when they attend a police station voluntarily this week.


All are reportedly Portuguese nationals, although some being questioned are Russian-born, and have been identified by British police as being suspects.


It is thought they include three workers from the Ocean Club in Praia da Luz who have been linked to a string of burglaries in the area before Madeleine’s disappearance.


Neither the Metropolitan Police nor officers in Portugal would make any official comment on the reports.


Last month British officers, accompanied by their Portuguese counterparts, carried out searches of three areas of land near to where the young girl went missing.


She had been in a holiday apartment as her parents Gerry and Kate, from Rothley in Leicestershire, dined with friends nearby.


On finishing the latest search police said it had been the ”first phase of this major investigation which has been agreed with the Portuguese”.


A statement from Scotland Yard during the searches said there was “still a substantial amount of work yet to be completed in the coming weeks and months”.


”This recent work is part of ensuring that all lines of inquiry are progressed in a systematic manner and covers just the one hypothesis that she was killed and buried locally,” the statement said.


”This is the same as would be done in the UK for a murder or high-risk missing person inquiry.”

Labour's union ties under scrutiny



Labour‘s links with the giant Unite union will come under scrutiny today, with activists wanting the party to do more to promote pro-worker policies.


General secretary Len McCluskey made it clear to the union’s national conference in Liverpool that Unite would campaign for a Labour victory in next year’s general election.


He signalled that money will be made available for Labour to fight the Conservatives, even though Unite cut its funds by around £1.5 million a year in the wake of controversy over reforms to the party’s links with unions.


The Unite leader said the union would not allow Labour to campaign with one hand “tied behind its back”.


Delegates will today give their verdict on Labour’s policies, with some expected to describe the party’s behaviour against Unite in the row over the selection of a parliamentary candidate in Falkirk last year as a “disgrace”.


Some delegates could even suggest that Unite should consider potential alternatives to Labour, a view which will not be supported by the union’s leadership.


There could be calls for a new workers’ party to be established as well as a debate about the “crisis” of working class representation.


The conference will also debate fracking, with some delegates set to argue for a moratorium across the UK as well as support for anti-fracking groups.

Laver says ease off on the Kyrgios hype



(Reuters) – Australia have waited in vain for a men’s talent to take the mantle from ageing warrior Lleyton Hewitt, but Rod Laver has cautioned the country not to put too much pressure on bright hope Nick Kyrgios.


The 19-year-old Kyrgios has already defied expectations by advancing to the fourth round at Wimbledon where he will meet world number one Rafa Nadal on centre court on Tuesday in the biggest match of his short career.


Kyrgios has stepped into the limelight once occupied by the struggling Bernard Tomic as Australia’s most exciting prospect, with players and pundits tipping grand slam success for the Melbourne boy.


The hype has not gone down well with 11-times grand slam title winner Laver, who sees it a roadblock to the player’s ambitions.


“That’s a mistake, people talking cheap news,” Laver, the only man to complete a calendar year grand slam twice, told Australian reporters at the All-England Club.


“Otherwise he’s going to think, ‘I don’t have to work as hard now’ and that’s sort of the reverse you want him to be in. He has to try and practise even more and harder.”


Kyrgios underlined his class with a nerve-jangling win over seasoned Frenchman Richard Gasquet in the second round but Spaniard Nadal will be the ultimate test of his development.


A win over Nadal, who notched his 14th grand slam title win at Roland Garros last month, would send the hype soaring into the stratosphere Down Under, but Laver poured cold water on the prospect.


“I’d have to say no, but at the same time, if he takes a set, it might be an upset in time,” the 75-year-old said. “He’s got all the shots, Nick, so why not win?


“If Nadal’s on a good game, he’s hard to beat. Can (Kyrgios) play against the heavy spin that Nadal has? That you really can’t add up, but he’s tall and that’s needed against Nadal.”

Considering all the dead Peter Hale has left in his wake, it’s safe to say he’s got a bit of karmic debt to pay. And on tonight’s episode of “Teen Wolf,” the transaction began — to the tune of $117 million in bearer bonds.


Scott and Malia, who wanted to get to the bottom of Kate Argent’s new supernatural ability, paid Peter a visit. And once the duo helped Peter realize it was his scratch that had changed Kate into a werejaguar, he knew what she was after: the Hale family’s triskelion. Years earlier, Peter used the object to help Derek focus his powers during full moons, and Kate, who’d been struggling with her own transformation, was ready to claim it as her own.

By Benjamin Buttoning Derek and turning back his memory’s clock to a point at which he’d trusted Kate (like…before she killed his whole family), Kate convinced Derek’s teenage equivalent to grant her access to the Hale family vault. The more naive Derek eventually obliged and handed over the triskelion, but Peter soon showed up and dashed Kate’s hopes by explaining that the object was simply a symbol, and didn’t, itself, hold any power.


A furious Kate looked ready to kill Peter, but just as she bore her sharpened teeth, an unknown being tossed a few cans of blinding gas down the stairs and into the vault, paralyzing Peter. While he struggled to remain conscious on the floor, it made away with his family’s fortune.


“This was a heist,” Peter told Lydia and Stiles, who found him minutes later. “Somebody planned this.”

Obama lauds former CEO as right choice to fix VA



WASHINGTON (AP) — President Barack Obama sought to turn the page Monday on a humiliating chapter in the history of the Veterans Affairs Department, tapping former Procter & Gamble CEO Robert McDonald to take over the sprawling agency.


A former Army captain, McDonald would bring a blend of corporate and military experience to a bureaucracy reeling from revelations of chronic, system-wide failure and veterans dying while on long waiting lists for treatment. His selection reflects Obama’s desire to put a tested manager in charge as the White House calls for a top-to-bottom overhaul of the VA.


“What especially makes Bob the right choice to lead the VA right now is his three decades of experience building and managing one of the world’s most recognizable companies,” Obama said at VA headquarters. “In short, he’s about delivering better results.”


McDonald, a graduate of the U.S. Military Academy at West Point, was not likely chosen because of any past support for the president. He donated to Republican Mitt Romney’s 2012 campaign to unseat Obama and has funded numerous other Republicans, including House Speaker John Boehner.


Joined by his wife and adult children, the 61-year-old said he planned to put veterans at the center of everything the VA does — a bureaucratic twist on the old adage that the customer is always right.


“At the VA, the veteran is our customer and we must all focus all day, every day on getting them the benefits and the care that they have so earned,” McDonald said. “That’s the only reason we are here.”


Urging the Senate to confirm McDonald quickly, Obama reiterated his call for Congress to grant the VA secretary more authority to fire senior leaders if necessary. He said some of those responsible for falsifying patient records have been fired and more may be punished, adding that the scandal has “outraged us all.”


“This is not going to be an easy assignment. Bob knows that,” Obama said.


The VA operates the nation’s largest integrated health care system, with more than 300,000 fulltime employees and nearly 9 million veterans enrolled. But the agency faces intense scrutiny amid reports of nationwide treatment delays that were whitewashed by VA employees.


Last week, the White House released a scathing report Obama commissioned that charged the VA with “significant and chronic system failures.” The report also said the VA is battling a corrosive culture of distrust, lacking in resources and ill-prepared to deal with an influx of new and older veterans with a range of medical and mental health needs.


As outrage over the revelations snowballed, Obama dispatched top adviser Rob Nabors to investigate and report back on what must be fixed. Obama said he planned to keep Nabors at the VA temporarily during the leadership shift, and he praised Sloan Gibson for doing an “outstanding” job as acting VA secretary after Eric Shinseki resigned.


McDonald’s selection surprised veterans groups, who said his name hadn’t been on anyone’s list of likely candidates. Unlike Shinseki, a retired four-star general, McDonald has spent most of his career in the private sector.


“We think he does have the skillset,” said Tom Tarantino of the Iraq and Afghanistan Veterans of America. “He has excellent branding background, which is helpful because there really isn’t an organization that has a worse brand or reputation right now than the VA.”


McDonald appears headed for easy Senate confirmation. Both parties have urged Obama to fill the vacancy quickly so that the agency overhaul can begin in earnest. His nomination drew rare bipartisan praise.


“I think his management skills are just what the VA needs right now, given the fact it’s been plagued by chronic mismanagement for a number of years,” said House Veterans’ Affairs Committee Chairman Jeff Miller, a Florida Republican, in an interview. “I’ve seen nothing in the background that I have seen that would preclude his confirmation.”


Still, the circumstances of McDonald’s departure from P&G are likely to draw scrutiny. He resigned amid pressure from investors who fretted publicly that McDonald hadn’t boosted the company’s performance. On one particularly brutal conference call to announce quarterly earnings in 2012, a Citigroup analyst rapped McDonald for failing to deliver and blaming everything but himself.


“Let me be clear: It is my fault. I am the CEO of the company. I do take responsibility,” McDonald said in response.


His resignation notwithstanding, McDonald’s former colleagues praised him as a strong manager with a dedication to public service. “He is a master at complex operations,” said American Express CEO Ken Chenault, who served on P&G’s board. At P&G, whose brands include Tide and Crest, McDonald oversaw a workforce exceeding 120,000 employees and annual sales of more than $84 billion.


Sen. Bernie Sanders, I-Vt., who chairs the Senate panel that will consider the nomination, said he’s reserving judgment until he hears McDonald’s plans to fix the VA first-hand next week. In particular, Sanders said he wants to know whether McDonald supports temporarily contracting out services to private medical providers to reduce waiting times.


In tapping a businessman rather than a decorated general or health care leader, Obama is pulling from a playbook he’s used before when faced with a major crisis requiring a near-total agency reboot. When healthcare.gov crashed and burned last year, Obama tasked management consultant Jeffrey Zients with leading the rescue effort, then nominated his budget director, Sylvia Mathews Burwell, to take over after then-Health and Human Services Secretary Kathleen Sebelius resigned.

Madonna donating to her hometown of Detroit



DETROIT (AP) — Madonna, who was “inspired” during a recent visit to Detroit, is donating money toward the construction of a new youth boxing gym and buying iPods, iPads and other supplies for students at a charter school in her hometown, according to a news release issued by the music icon’s publicist Monday.


The statement said Madonna’s donations to three Detroit organizations represent “the first phase of a long-term commitment to” the city.


The Rock and Roll Hall of Famer will provide funding for a new facility for the Downtown Youth Boxing Gym, which provides free after-school boxing and educational mentoring to dozens of children; buy new equipment, art and music supplies for the Detroit Achievement Academy; and help out The Empowerment Plan, a nonprofit that employs homeless women who sew garments that are distributed to the homeless.


“I was deeply inspired by the efforts of so many people who I met who have dedicated themselves to helping the kids and adults in Detroit elevate themselves from the cycle of poverty. … It was obvious to me that I had to get involved and be part of the solution to help Detroit recover,” Madonna said in the written statement, referencing the city’s efforts to emerge from the largest municipal bankruptcy in U.S. history.


“A piece of my heart will always be in Detroit, and I’m humbled to be able to give back to my community,” she said.


The statement does not say how much Madonna is contributing. A message seeking comment was left Monday with the singer’s publicist, Liz Rosenberg.


In early June, Madonna posted photos of her visit to Detroit on Instagram. One of them shows her posing with some of the women who work at The Empowerment Plan.


Madonna, 55, is known for such hits as “Material Girl,” ”Like a Virgin,” ”Papa Don’t Preach” and “Vogue.” She grew up in Bay City, Michigan, and the Detroit suburb of Rochester Hills and entered the Rock Hall in 2008.

Google to shut down social networking service Orkut in September

SAN FRANCISCO (Reuters) – Google Inc will shut down its early social-networking service, Orkut, which was launched ten years ago but has failed to put Google ahead in what has become one of the Web’s most popular businesses.


Google said it will shut down Orkut, which is widely used in Brazil and India but hasn’t caught on more broadly, on Sept. 30, to focus on its other social networking initiatives.


The company declined to say how many users Orkut has.


“Over the past decade, YouTube, Blogger and Google+ have taken off, with communities springing up in every corner of the world. Because the growth of these communities has outpaced Orkut’s growth, we’ve decided to bid Orkut farewell,” Google said in a post on the Orkut blog on Monday.


Orkut was launched early in 2004, the same year that Facebook Inc, now the world’s No.1 social network with 1.28 billion users, was founded.


The service’s shutdown comes as Google’s social networking plans remain in question. In April, Vic Gundotra, the head of Google’s social networking services, left the company.


Gundotra oversaw the 2011 launch of Google+, a social networking service similar to Facebook. Gundotra said in October that 300 million users visit the Google+ web page every month.


Google has increasingly sought to position Google+ less as a social networking “stream” that competes with Facebook, and more as a means of establishing a unified “user identity” system to improve Google’s various Web properties. Last year, for example, Google began requiring users of its YouTube site to sign in with their Google+ identity before posting comments about videos.


The company said it would preserve an archive of all Orkut “communities” that will be available from Sept. 30.


“If you don’t want your posts or name to be included in the community archive, you can remove Orkut permanently from your Google account,” Google said.

Twitter rolls out app-install ads globally



SAN FRANCISCO (Reuters) – Twitter Inc began rolling out app-install ads globally on Monday, expanding a mobile advertising format that has proven successful on rival platforms such as Facebook.


App-install ads have proven popular on Facebook and other social networks, driving a large portion of revenue growth.


Twitter said in a blogpost it decided to roll out the format, through which advertisers prompt users to download or launch apps, after a successful trial phase. It cited developer Playdots, which racked up over a million downloads for game “Twodots” through the service.


In its blogpost, Twitter also said it will offer a new pricing model based on cost-per-app-click, a variant of the standard cost-per-click structure employed by much of the Internet industry.


Twitter will charge advertisers only if a user clicks through an ad to Apple’s or Google’s app stores, or if they launch an app from Twitter that had been previously downloaded.

Lemmy Kilmister has already spent enough time at home, sidelined for nearly a year by a small avalanche of health issues: heart trouble, diabetes, surgery and more. Now the Motörhead frontman is back, following up on the band’s acclaimed Coachella sets with a tour of European festivals that features dates as far east as Moscow’s Crocus City Hall and as far west as London’s Hyde Park.

At 68, the iconic hard rock pirate is anxious to return to the stage and finally perform more from the band’s newest album, Aftershock, which got some of the best sales and reviews of their career. “I’ve still got a few bugs in me,” Lemmy told Rolling Stone with a laugh. “Don’t look forward to my demise just yet.”



At Hyde Park, Motorhead will be appearing with Black Sabbath, eight years after a 2006 performance featuring Foo Fighters and Queens of the Stone Age. Lemmy can still remember seeing Mick Jagger and company perform there in 1968, only days after the death of Brian Jones: “I went to go see the Rolling Stones in the park and they were awful, completely out of tune. Jagger wore a frock.”



But of all the dates ahead of him, the frontman and bassist is most eager for his return to Wacken, Germany, where last year his poor health forced Motörhead to cut their set short. “I felt really bad about that, but there was nothing I could do,” he said. “I’m looking forward to making that right.”



Following that aborted gig, the singer went through surgery to implant a defibrillator and forced himself to give up cigarettes and cut down on his drinking. Recovering at a new condo in L.A., one of his most frequent guests turned out to be Slash, who went through his own heart trouble as a result of his self-destructive days in Guns N’ Roses. “He was at my house more than he’s ever been before, encouraging me. He’s a really fucking good guy,” Lemmy said of the guitarist.



Rockers Going Strong After 70



Earlier this year, sitting in his trailer during the second weekend of Coachella, the relatively healthy frontman relaxed before his set as friends lined up to say hello. A row of his black cavalry jackets were hung nearby, and a cane adorned with a silver eagle’s head, a gift from guitarist Phil Campbell, was mounted on the wall.



Lemmy’s usual tumbler of Jack and Coke was gone, replaced by a glass of pink moscato wine. Although he would go on to win over an audience of people less than half his age and is looking forward to playing those summer festivals, he admitted that at some point Motorhead might become less of a touring entity and focus more on studio work.



Until then, though, he will continue performing for – in Lemmy’s words – “as long as I can.” Why? “Because you kind of owe it to the people that put you up here. You should deliver. But if I can’t deliver, I’m never going to be a figurehead up there and just play for money. I could never do that. I’ve seen people do it, and it’s just frightful.



“I’m old, you know,” he eventually admits. “In two years I’m 70, which is ridiculous. How did that happen to me?”

LONDON (Reuters) – Rolf Harris, a mainstay of family entertainment in Britain and Australia for more than 50 years, was found guilty on Monday on 12 charges of indecently assaulting young girls over two decades.


Harris, 84, was unanimously convicted by a jury of six men and six women of sexually assaulting four girls, some as young as seven or eight, between 1968 and 1986.


An artist and musician who presented prime-time TV shows mostly aimed at children, Harris is the biggest name to go on trial since British police launched a major investigation after revelations that the late BBC TV host Jimmy Savile was a prolific child sex abuser.


“Rolf Harris used his status and position as a world famous children’s entertainer to sexually assault young girls over a period spanning 18 years,” Jenny Hopkins, Deputy Chief Crown Prosecutor in London, told reporters.


“The victims in this case have suffered in silence for many years and have only recently found the courage to come forward.”


During the trial, the prosecution had portrayed the bearded, bespectacled entertainer, who once painted Queen Elizabeth’s portrait, as a predator who groomed and abused one woman for her entire teenage and young-adult life.


The London court was told he first assaulted the woman when she got out of the shower aged 13, and then repeatedly abused her until she was 28 years old.


“DARKER SIDE”


“You were able to play with her like she was a toy,” prosecutor Sasha Wass told Harris, commenting that beneath his friendly loveable exterior there was a “darker side lurking”.


“Everybody in this court who has given evidence has said that they wouldn’t have stood a chance against you if it was your word against theirs. Because you were so famous, so popular, so loved by everyone,” she said.


Harris had denied all the charges and said the allegations against him were “laughable”. He said the girl he abused for years had invited his sexual advances, leading to a consensual affair.


During his appearance in the witness box, he even sang a brief extract of his comedy song “Jake the Peg”, mimicked the sound of a didgeridoo – a long, tubular Aboriginal instrument – and mimed his invention of the wobble-board, an instrument he made famous in the 1960s.


His wife Alwen had been in court to hear the allegations against him, but a spokesman for the Harris family said they would not be commenting on the verdicts.


Harris is one of more than a dozen ageing British celebrities to have been targeted by police as part of the same over-arching investigation, named Operation Yewtree, which was launched after the revelations about Savile emerged.


In 2012, London police said Savile, one of the Britain’s best-known celebrities in the 1970s and 1980s, had abused hundreds of victims, mainly youngsters, at hospitals and at BBC premises over six decades until his death aged 84 in 2011.


Some of those under investigation complained that Operation Yewtree had become a witch hunt, but in May it led to the jailing of Britain’s best-known showbusiness publicist, Max Clifford, for indecently assaulting teenage girls some 30 years ago.


Harris will be sentenced on Friday.

The Who’s frontman Roger Daltrey has criticised gig-goers who spend their time at gigs engrossed in using their mobile devices phones rather than actually watching the show.


The singer, 70, said it was “weird” that people did not have their mind on the show when they had gone to a performance and were concentrating on staring at the screen rather than the artist on stage.


His bandmate, guitarist Pete Townshend also lamented the modern phenomenon of audiences being more keen to let other people know what they were doing rather than simply enjoying the moment.


Many bands find themselves facing an array of cameraphones rather than meeting the eyes of the crowd, while members of the audience further back find themselves staring at the illuminated screens which are held aloft in front of them.


The performance artist Marin Abramovic recently barred visitors to her current exhibition at the Serpentine Gallery in London from bringing in their devices in order for them to focus on the art she was creating.


Daltrey, who launched his band’s 50th anniversary tour, admitted he struggled to understand why they were not watching the show.


He said: “I feel sorry for them, I really feel sorry for them. L ooking at life through a screen and not being in the moment totally – if you’re doing that, you’re 50 per cent there right? It’s weird. I find it weird.”


Townshend said he always embraced new technological developments but found it difficult to come to terms with the mobile phone viewers


“I do agree with Roger, if you’ve been to Glastonbury this weekend I hope you enjoyed the music rather than feeling you have to build a Facebook story about it.”

Stocks set for quarterly gains, bond prices rise

NEW YORK (Reuters) – Global stock markets were on track for their fourth straight quarter of gains on Monday, aided by loose monetary policies from major central banks, while concerns about geopolitics and the world’s economic health have underpinned government debt.


Stocks on Wall Street traded mixed, with the S&P 500 and Nasdaq Composite indexes set to close a sixth straight quarter of gains – a streak not seen since the euphoria over technology shares ended in 2000.


MSCI’s all-country index <.MIWD00000PUS>, which tracks shares in 45 countries, rose 0.19 percent. It has gained more than 4 percent this quarter, aided by the prospect that monetary policy in the major economies will remain accommodative for longer, and was set to post a fourth straight quarter of gains.


In Europe, the FTSEurofirst 300 index <.FTEU3> of top regional shares retreated at the end, falling 0.05 percent to close at 1,370.60. But it still posted fourth quarter in a row of gains.


Major stock indexes are up for the first half of the year and the S&P 500 has posted more than 20 record highs at the close so far, even as the U.S. Federal Reserve trims its economic stimulus.


“The Fed and other global monetary forces have done their best to keep this market as liquid as possible, and that liquidity is restricting investors from finding a place other than stocks and have enabled risk takers to stay confident,” said Rick Meckler, president of investment firm LibertyView Capital Management in Jersey City, New Jersey.


Bond yields, expected to have risen after a run-up late last year, have broadly fallen. Barclays’ Aggregate U.S. bond index is up 3.82 percent in the first half as benchmark yields have fallen nearly half a percentage point.


The 10-year Treasury note rose 2/32 in price to yield 2.5232 percent.


The Dow Jones industrial average <.DJI> fell 19.06 points, or 0.11 percent, at 16,832.78. The Standard & Poor’s 500 Index <.SPX> was up 0.61 points, or 0.03 percent, at 1,961.57. The Nasdaq Composite Index <.IXIC> was up 12.28 points, or 0.28 percent, at 4,410.21.


A sense of complacency in markets drew the attention of the Bank for International Settlements – a forum of the world’s top central banks – which warned on Sunday that markets were increasingly out of sync with shaky global growth prospects.


Several early warning signs indicate building vulnerabilities in the financial systems of several countries, it said. Gold was steady near a two-month high, poised to set a second-straight quarterly gain after political tensions bolstered demand for the metal.


Spot gold was up $3.00 an ounce at $1,318.04 an ounce, having hit a two-month high of $1,325.90 last week.


The dollar remained under pressure, awaiting this week’s busy calendar of U.S. data, which includes the June non-farm payrolls report on Thursday, a day earlier than usual due to the U.S. Independence Day holiday on July 4.


The dollar fell versus the yen to a six-week low of 101.21 yen , and was last at 101.30, down 0.06 percent. The euro, meanwhile, rose to a three-week high of $1.3667 and last changed hands at $1.3688, up 0.3 percent.


Brent crude oil dropped below $113 a barrel as fears of a disruption to oil output from Iraq receded after government forces launched a pushback against a Sunni militant insurgency.


Brent was down $1.03 at $112.27 a barrel. U.S. crude lost 93 cents to $104.81 a barrel.

Stocks set for quarterly gains, bond prices rise

Marks &#38; Spencer adds responsibilities to key directors



LONDON (Reuters) – British retailer Marks & Spencer said on Monday it would increase the responsibilities of the five key executives under Chief Executive Marc Bolland as part of a restructuring of its management team aimed at driving greater accountability.


M&S, a seller of clothing, homewares and upmarket food which has reported three straight years of profit decline, said Laura Wade-Gery, the executive director of multi-channel would assume responsibility for UK retail in addition to her current M&S.com remit.


The firm said its international business will now be overseen by Patrick Bousquet-Chavanne alongside his current responsibilities as executive director, marketing and business development.


Wade-Gery and Bousquet-Chavanne will have operating profit responsibility for their respective trading areas, as will Steve Rowe, executive director, food, and John Dixon, executive director, general merchandise.


Chief Finance Officer Alan Stewart will have property added to his responsibilities as part of his financial asset management role.


The changes mean that UK retail and M&S’s international businesses will be directly represented at board level for the first time.


“Everyone’s responsibilities have been enhanced and widened-out – part of a company drive to ensure there’s greater autonomy across the business,” said an M&S spokeswoman.


Bolland has spent 2.3 billion pounds in the last three years, aiming to transform the company into an international retailer reaching customers through stores, the web and mobile devices.


He has pushed through changes to address decades of under-investment, overseeing the redesign of products and stores and an overhaul of logistics to serve a new website platform.


“We now have the right infrastructure in place to take our business forward, and as we enter the next phase of our plan, we need to make sure our team structures and internal processes allow us to move with pace, simplicity and speed,” said Bolland.


In other changes Costas Antimissaris, currently business development director, international, is appointed international director, succeeding Jan Heere, who is leaving the business to return to Russia.


Hugo Adams, currently executive assistant to Bolland, is appointed property director.


Shares in M&S closed down 1.6 percent at 425.3 pence, valuing the business at 6.9 billion pounds.

Marks & Spencer adds responsibilities to key directors

Robert Downey Jr.'s son arrested in drug case



WEST HOLLYWOOD, Calif. (AP) — Actor Robert Downey Jr. thanked authorities Monday for arresting his 20-year-old son on suspicion of cocaine possession and said the family was determined to get him the help he needs.


Indio Falconer Downey was taken into custody on Sunday afternoon after a car he was riding in was pulled over in West Hollywood, authorities said.


Over the years, his father had a series of high-profile drug-related arrests.


“Unfortunately, there’s a genetic component to addiction and Indio has likely inherited it,” Robert Downey, Jr. said in a statement. “We’re grateful to the Sheriff’s Department for their intervention, and believe Indio can be another recovery success story instead of a cautionary tale.”


Indio Downey was booked on suspicion of possession of a controlled substance, believed to be cocaine, and possession of drug paraphernalia, sheriff’s Sgt. Dave Valentine said.


He was later released after posting $10,250 bail. A court date was set for Aug. 29.


Two other people were in the car, but only Downey was arrested.


He appeared in the 2005 movie “Kiss Kiss Bang Bang,” which starred his father.

NEW YORK (Reuters) – U.S. pop singer Beyonce, basketball player LeBron James and record producer and rapper Dr. Dre headed Forbes’ list of the world’s most powerful celebrities released on Monday.


With estimated earnings of $115 million over the past 12 months and a string of chart hits, Beyonce, 32, nabbed the top spot on the annual list, pushing entertainment mogul Oprah, 60, from first place last year into fourth, while TV talk show host Ellen DeGeneres, 56, jumped from No. 10 in 2013 to No. 5.


The top 10 spots included five men and five women.


Forbes credited Beyonce’s massive concert tour for pushing her into the top spot ahead of her husband, rapper Jay Z, who ranked sixth, and singers Rihanna at No. 8 and Katy Perry at No. 9.


“The superstar played 95 shows, bringing in an average of $2.4 million,” said Forbes, referring to figures from Pollstar, which covered the concert industry.


Along with her latest hit album “Beyonce,” which was released late last year, she earned millions from endorsement deals and her clothing line, and last week she kicked off her first world tour with Jay Z.


Although Beyonce was not the highest earner on the list, her presence in the press and on social media assured her the top spot.


James, 29, who last week opted out of his NBA contract with the Miami Heat team, jumped from 16th place last year to No. 2. He earned an estimated $72 million (42.31 million pounds) thanks to his performance on the basketball court, endorsement deals and the sale of headphone maker Beats Electronics to iPhone-maker Apple Inc for $3 billion. James was a small part-owner of the business.


But the most impressive rise on the list was No. 3′s Dr. Dre, born as Andre Romelle Young. He earned $620 million in 2014, and climbed from the 63rd spot in 2013.


Forbes said the 49-year-old co-founder of Beats with music executive Jimmy Iovine, earned more money in the past 12 months than any other person in the history of its list.


Forbes compiled its 15th annual list by estimating pre-tax earnings from June 1, 2013 to 2014 from tours, books, contracts, endorsements, movies and residuals.


Fame and influence is gauged by how often celebrities appeared in the media and the impact they had on the entertainment industry and culture. Forbes also used StarCount, which looks at 11 social media platforms including Facebook, Twitter and YouTube, to determine presence in social media.


While Forbes said the list measured global influence, those on it were mostly American.


Music producer and “Happy” singer Pharrell Williams was a newcomer to this year’s list at No. 38, along with Grammy winner Bruno Mars at No. 13, actors Bradley Copper (48) and best actor Oscar-winner Matthew McConaughey who was 52.


Singer Madonna, retired football star David Beckham, actresses Kristin Stewart and Charlize Theron, property developer Donald Trump and actors Alec Baldwin, Tom Cruise and Adam Sandler were among the celebrities who dropped off the list this year.

Ex-head of Indonesia's constitutional court jailed for life for graft



JAKARTA (Reuters) – The former head of Indonesia‘s Constitutional Court was sentenced to life in prison for corruption on Monday, the heaviest sentence ever for graft in what is considered one of the most corrupt countries in the world.


Akil Mochtar was arrested by the powerful Corruption Eradication Commission (KPK) late last year for accepting bribes and money laundering in a local election dispute.


“Akil Mochtar got a life sentence today and this is the heaviest sentence (for corruption) that we have ever seen in Indonesia,” said KPK spokesman Johan Budi.


Mochtar’s case is one of a series of corruption scandals to hit the administration of President Susilo Bambang Yudhoyono.


In May, the religious affairs minister became the second cabinet minister to step down after being accused by the KPK of embezzling state funds allocated for the pilgrimage to Mecca.


Yudhoyono, first elected to office in 2004 partly on an anti-corruption platform, is serving his second and final term.


Indonesia is due to hold its third direct presidential election on July 9 – a tight, two-horse race between Jakarta Governor Joko “Jokowi” Widodo and ex-general Prabowo Subianto. Both candidates have pledged to strengthen the KPK if elected.


Indonesia ranked 114 out of 177 countries in a 2013 survey by corruption watchdog Transparency International, with parliament, police, and the judiciary perceived to be the most corrupt public institutions.


Before Mochtar’s case the Constitutional Court had gained a reputation for independence and transparency.


The court has the final say on elections and disputes about state institutions. In a landmark decision last year, it declared the regulator of the oil and gas industry unconstitutional, forcing the government to replace it with a new agency.

Obama says US supporting Chilean solar power plant



WASHINGTON (AP) — President Barack Obama said Monday that the United States wants to help Chile build Latin America’s largest solar power plant.


Obama touted the project during an Oval Office meeting with Chilean President Michelle Bachelet, who has returned to office after winning election in March. Obama said Chile has been a model democracy in Latin America and he wants to deepen cooperation between the two nations.


The Overseas Private Investment Corporation on Friday approved a loan guarantee of up to $230 million to support First Solar’s construction of a 141 megawatt solar power plant in Chile’s Atacama Desert, which receives some of the planet’s steadiest concentrations of direct sunlight.


Since June 2013, OPIC has approved almost $900 million of loan guarantees for six renewable energy generation projects in Chile, making the U.S. the largest lender for those projects. The White House said the projects help generate U.S. exports and support U.S. jobs.


“We’re both very interested in energy and how we can transition to a clean energy economy,” Obama said. “And we’ll be announcing some collaborations, including the facilitation of a construction of a major solar plant inside of Chile that can help meet their energy needs.”


Bachelet said the U.S. is Chile’s “most important foreign investor. We want to continue that path.”


Bachelet previously served from 2006 to 2010 and was Chile’s first woman to be elected head of state. Obama joked that she is his “second favorite Michelle,” presumably after the first lady.


Obama said other topics on their agenda included education and student exchanges, regional security and other issues before the United Nations Security Council, where Chile is one of the non-permanent members this year.

Gunmen kidnap leading Libyan Islamist party figure



TRIPOLI (Reuters) – Gunmen kidnapped a leading member of a Libyan Islamist party affiliated with the Muslim Brotherhood, a party spokesman said on Monday, in a further sign of lawlessness crippling the oil-producing country.


No group claimed responsibility for the abduction on Sunday night of Mohammed Hraizi. But kidnappings for political coercion have become increasingly common in Libya, where Islamists, brigades of former rebels, tribes and factional militias all compete for influence over the weak central government.


“Dr. Hraizi was kidnapped last night on the airport road in Tripoli after evening prayers,” Hussam Al-Naili of the Justice and Construction Party (JCP) told Reuters.


He quoted eyewitnesses as saying the abductors were driving military police vehicles and the JCP had not yet been contacted by the gang.


The JCP is the main Islamist party in Libya and vies for powerf with the more nationalist and secular National Forces Alliances.


Many Libyans hope that a new legislature, the House of Representatives, elected in a weakly attended ballot this month may be able to guide the state out of its current crisis and away from the influence of heavily armed militias.


Libya has struggled for three years with bands of former rebels who helped topple dictator Muammar Gaddafi with the support of NATO air strikes, and they remain influential players in Libya’s disordered democracy.

Gunmen kidnap leading Libyan Islamist party figure



TRIPOLI (Reuters) – Gunmen kidnapped a leading member of a Libyan Islamist party affiliated with the Muslim Brotherhood, a party spokesman said on Monday, in a further sign of lawlessness crippling the oil-producing country.


No group claimed responsibility for the abduction on Sunday night of Mohammed Hraizi. But kidnappings for political coercion have become increasingly common in Libya, where Islamists, brigades of former rebels, tribes and factional militias all compete for influence over the weak central government.


“Dr. Hraizi was kidnapped last night on the airport road in Tripoli after evening prayers,” Hussam Al-Naili of the Justice and Construction Party (JCP) told Reuters.


He quoted eyewitnesses as saying the abductors were driving military police vehicles and the JCP had not yet been contacted by the gang.


The JCP is the main Islamist party in Libya and vies for powerf with the more nationalist and secular National Forces Alliances.


Many Libyans hope that a new legislature, the House of Representatives, elected in a weakly attended ballot this month may be able to guide the state out of its current crisis and away from the influence of heavily armed militias.


Libya has struggled for three years with bands of former rebels who helped topple dictator Muammar Gaddafi with the support of NATO air strikes, and they remain influential players in Libya’s disordered democracy.

EU cuts data roaming fees by 55%



The European Union says surcharges for surfing the internet on mobile devices while travelling across the 28-nation bloc will be more than halved.


The European Commission says the new cap on the so-called roaming fees will be effective from tomorrow, just in time for the summer holiday travel season.


It said the price cap for one megabyte of data use will be lowered to 20 euro cents (16p) from 45 cents – a 55% drop.


Phone calls and text messaging services across national borders are also getting cheaper by about 25%.


The bloc’s executive Commission – keen on being seen as helping the EU’s 500 million consumers – started cracking down on the fees in 2007 and seeks to abolish them altogether by 2016.

Ferguson makes Wimbledon return



Sir Alex Ferguson could have the chance to give Andy Murray more tips on sporting success after watching him from the Royal Box at Wimbledon today.


The f ormer Manchester United manager was in Centre Court for Murray ‘s quarter-final victory last year, and the tennis star described the advice he gave him during a 15-minute chat as “gold dust”.


Murray said after their meeting last year: “It’s an unbelievable work ethic for such a long period of time. Spending 15 minutes with him, he’s a really impressive guy and you can learn a lot from him.”


Sir Alex will hope to see Murray continue his fine form at this year’s tournament as he takes on South African Kevin Anderson on Centre Court.


Football Association chairman Greg Dyke is also in the Royal Box and will hope to forget about England’s disastrous World Cup.


He was joined by entrepreneur Sir Richard Branson with his daughter Holly.


Earlier the crowd on Centre Court saw Eugenie Bouchard beat Alize Cornet.


Bouchard and her twin sister are named after the Duke of York’s daughters, Eugenie and Beatrice.


The Canadian tennis star was watched by the princesses’ aunt, the Countess of Wessex, who was in the Royal Box with the Duke of Kent.


Meanwhile a cyber row appears to have broken out between British tennis supporters.


The area where fans at the All England Club watch Wimbledon on a giant screen was originally labelled as Henman Hill on Google Maps.


It was renamed Murray Mound after Andy Murray won his title last year, but it was changed back – possibly by a disgruntled Tim Henman fan – during the last two days.


A spokesman for Google said the changes are being made by users of Map Maker, a tool where people can add places to Google Maps.

Court won't hear dispute over Calif. fuel standard



WASHINGTON (AP) — The Supreme Court won’t hear a challenge to California’s first-in-the-nation mandate requiring fuel producers to reduce greenhouse gas emissions.


The justices on Monday turned away appeals from fuel makers that say the law discriminates against out-of-state producers.


The mandate requires petroleum refiners and fuel distributors to make cleaner-burning fuels for the California market.


Out-of-state oil refiners and ethanol companies say the law provides an unfair advantage to in-state producers by giving a higher “carbon-intensity score” to fuels transported from other states.


The state says the law simply offers incentives for companies that make cleaner-burning fuels.


A U.S. district judge agreed with the challengers. The 9th U.S. Circuit Court of Appeals reversed, saying the law gives all fuel makers options to get their product to market.

LONDON (Reuters) – Europe’s antitrust chief said on Monday he could investigate Google’s YouTube if he saw any attempt by the company to abuse its dominant position in online video searching.


The comments by European Competition Commissioner Joaquin Almunia came as he wraps up a separate case against Google, the world’s most popular search engine, which was triggered by complaints from Microsoft and others.


“We are receiving more complaints, for instance the way Google leverages the search engine,” Almunia told a Chatham House conference.


“YouTube for instance, it’s another kind of activity where Google can also leverage their market power in search engine, and maybe this will give way to another investigation,” he said.


Almunia said one issue was whether to extend the ongoing case against Google following new complaints or to open a separate investigation.


Last week, music trade association Impala asked European Union antitrust regulators to intervene in a row with YouTube over its paid streaming music service, saying some conditions demanded by the company were anti-competitive.


YouTube, the world’s most popular online video website, has said the proposed new service would provide new revenue for the music industry. It is aiming to launch it by the end of the summer.

Prince‘s landmark album and film Purple Rain turned 30 this week, and the singer marked the occasion Saturday night with a late-night surprise concert at Paisley Park, featuring a very special guest: Purple Rain co-star Apollonia Kotero made her first ever visit to the estate.

According to Consequence of Sound, Kotero wrote about the experience on her Facebook page, in a post which now appears to have been removed.  



“4:42 A.M. in Minneapolis , just had a private concert by Prince and 3rdEyeGirl at Paisley Park….Ida on Bass , Donna on Guitar and Hannah on Drums,” Kotero reportedly wrote. “They play loud and HARD. Heard new music that was dope! He had a cool chair for me on the stage at his side and I sat there transfixed on every note, every move, every vocal. After every song I yelled and clapped my ass off. It was so amazing it made me sweat. These ladies are so talented and beautiful. I was charmed. And Prince….my heart still skip’s a beat. Paisley Park is a fun place. He showed me all my images painted on the walls. ‘Hey thats me!!!’ I said, he just laughed in that cool way he that does. The biggest room will be The Purple Rain room….he will have us painted there, huge murals. ‘My big head gonna be up there?’ He just laughed and laughed.”



Prince recently revealed that Kotero, particularly the meme of himself riding on a motorcycle with her, inspired a new song called “This Could Be Us.” The song will appear on a new full-length album that Prince says he has already completed and hopes to release soon.

Prime Minister Narendra Modi hailed India‘s low-cost space technology on Monday, saying a rocket which launched four foreign satellites into orbit had cost less to make than the Hollywood film “Gravity.”


India’s domestically-produced Polar Satellite Launch Vehicle (PSLV) blasted off Monday morning from the southern spaceport of Sriharikota, carrying satellites from France, Germany, Canada and Singapore.


“India has the potential to be the launch service provider of the world and must work towards this goal,” Modi said from the site one month after coming to power at the head of a right-wing government.


Satellite launch industry revenues totalled $2.2 billion in 2012, according to the US Satellite Industry Association, and India is keen to expand its modest share of this market as a low-cost provider.


“I have heard about the film Gravity. I am told the cost of sending an Indian rocket to space is less than the money invested in making the Hollywood movie,” Modi added.


The budget of the British-American 3D sci-fi thriller, starring Sandra Bullock and George Clooney, was about $100 million, according to industry website IMDb.


Last year, India launched a bid to become the first Asian nation to reach Mars with a mission whose price tag was the envy of space programmes world-wide.


The total cost at 4.5 billion rupees ($73 million) was less than a sixth of the $455 million earmarked for a Mars probe launched shortly afterwards by US space agency NASA.


Experts say the secret is India’s ability to copy and adapt existing space technology for its own needs, and the abundance of highly-skilled engineers who earn a fraction of their foreign counterparts’ wages.


Modi said the country must be proud of its space programme, developed in the face of “great international pressure and hurdles”.


Western sanctions on India after the nation staged a nuclear weapons test in 1974 gave a major thrust to the space programme because New Delhi needed to develop its own missile technology.

Benefits Street cleared of breaches



Controversial Channel 4 series Benefits Street, which prompted a furore earlier this year, has been cleared of breaching broadcasting rules by regulator Ofcom.


The show, which portrayed the lives of people living on a Birmingham s treet, prompted a flood of more than 900 complaints to the body when it was screened in January.


They included fears about the way in which benefit claimants in general were represented, concerns about the treatment of under 18s who were featured in the show and the portrayal of what appeared to be criminal activities.


But Ofcom has said the broadcaster did not breach any of its responsibilities under the broadcasting code.


The programme – which featured Birmingham’s James Turner Street – caused a stir when it was screened and prompted discussion in Parliament as well as public meetings in the area.


The series was a ratings hit for Channel 4 but drew criticism for allegedly demonising those living on the breadline. A total of 887 complaints were received about the way those on benefits were portrayed but Ofcom has ruled that the show did not claim to reflect the experiences of all claimants but had focused on residents in that street.


Some viewers also raised fears about children and young people featured in the show and the care which was given by programme makers for their welfare and dignity, although none of the 23 complaints were from those featured, or their parents.


A spokesman for Ofcom said: ” After a thorough assessment of the evidence, Ofcom found sufficient steps were taken before, during and after production to protect the welfare of the children that appeared in the programme and that any potentially offensive material was justified by the context in which it was presented. Ofcom has therefore concluded that the series did not breach its rules.”


There were also 40 complaints about the programmes demonstrating criminal techniques, including shoplifting methods. But Ofcom said it was satisfied that there was an editorial justification for their inclusion and there were not enough details for people to copy the techniques, so did not investigate further in its ruling.


A spokeswoman for Channel 4 said: ” We welcome Ofcom’s finding that Benefits Street did not breach the code in any respect.


“We are proud that our robust duty of care protocols for the child contributors have been praised for ‘demonstrating best practice’, and for the recognition that we ‘ensured the interests of the under-18s who featured in Benefits Street were protected and that due care was applied before, during and after production’.


“Ofcom noted that the series ‘illustrated important issues facing some children living in contemporary Britain’ and that ‘the children’s welfare was at the heart of the production’.”
